Hitchcock refers to the appointees making the request as petitioners and writes that some of them made the request because they objected to having to furnish refreshments for anyone other than the performers of the band. He goes on to say that other petitioners have asked to be excused because they cannot, with their previous engagements and their understanding of College laws, encourage such entertainments, especially should ardent spirit or wine be introduced. Hitchcock states that the faculty consulted the College laws, specifically Chapter 8, Sections 11 and 12, and cannot see the reasonableness of the petitioner's request.
