It is argued that many subscribers to the fund believed that the money was going to be joined with the revenues of Williams College and that the fund is not in a state to be the foundation for establishing an institution for liberal education. In the article, Humphrey writes on behalf of the Trustees of Amherst Academy to give public notice regarding their petition to the Massachusetts Legislature requesting that charter be granted to the Institution. Humphrey presents six arguments in support of the charter. Also included is an article titled "Colleges" attributed to "an enquirer." The article discusses the idea that granting charter to Amherst College may injure Williams College, poses five questions about how Williams College would be injured, and argues that Williams College would not be injured.
