Hitchcock says that after observing such schools in Europe, he believes agricultural schools will be a good step for the state, and lays out what such a school should include. He discusses the specific subjects he believes should be taught, what supplies these schools should have, the number of instructors, and how much tuition should be charged, among other things. Hitchcock notes that the state has agreed to support such schools but is waiting for the citizens to ask for them. He emphasizes that the society should take the lead on this, and compares the state of agricultural studies in Europe to Massachusetts. The list includes funds presented to Hitchcock by John Tappau, Esquire, the Honorable Jonathan Phillips, Jonathan Williams, and the Honorable Samuel Williston, as well well as the amount provided by the Massachusetts government. Hitchcock has noted on the sheet that it was given to him by a Priest Engelmeyer, whom he met on a bus when traveling in Europe. Hitchcock notes that Engelmeyer was amazed to meet Americans.
